Implement ioctl APIs which uses MMIO operations
to control RPU operations. Below IOCTLs are supported
in this patch:
  * Get RPU operation mode
  * Set RPU operation mode
  * Configure RPU boot address (OCM/TCM)
  * Configure TCM combined mode
