Add support for Cortex-Ares and Cortex-A76 CPUs



Both Cortex-Ares and Cortex-A76 CPUs use the ARM DynamIQ Shared Unit
(DSU).  The power-down and power-up sequences are therefore mostly
managed in hardware, and required software operations are simple.
