Fixes #9701

Inside `pscpu` and `pscpu10` aliases, remove sorting of the header line.

* Added a README file for the systemadmin plugin

* Updated formatting of Functions table and split it into
"named" and "unnamed" functions for clarity

* Fixed issue with '|' characters in table by adding them in
<code> stateuents </code>

* Added \ escape characters in front of | characters

* use https everywhere

* use https links on the files that are left

Also, removed some broken links and updated redirections.
