Tegra: enable 'ENABLE_ASSERTIONS' for all builds

This patch changes the platform Makefile to set `ENABLE_ASSERTIONS` to
1 instead of the deprecated option `ASM_ASSERTION`. This also pulls in
C assertions in release mode.
