Add new firmware files for Spectrum-1 (13.2000.2714) and Spectrum-2
(29.2000.2714). The new firmware contains:
* Support for querying the PCI reset timeout for gearbox based systems
* Support for 2x50 Gb/s port split option on SN3800 systems
