fix(archlinux): update URL and key server in `pacmanallkeys` (#9569)

- Added follow redirects curl flag to fix the 301 response
- Updated trusted users URL format
- Changed from `pgp.mit.edu` keyserver to `keyserver.ubuntu.com` keyserver
