plat/arm files should only be used by Arm platforms. If other platforms use them, they create dependencies that can introduce problems when updating Arm platforms. This patch copies the needed code from Arm platforms so that poplar can be independent from them. The "Secure" prefix (S-ELx) is valid only for S-EL0 and S-EL1 but is meaningless for EL3, since EL3 is always secure. Hence, the "S" prefix has been removed from wherever it was used as "S-EL3". Void pointers have been used to access linker symbols, by declaring an extern pointer, then taking the address of it. This limits symbols values to aligned pointer values. To remove this restriction an IMPORT_SYM macro has been introduced, which declares it as a char pointer and casts it to the required type. The security properties of some IP blocks are configured to secure mode after reset. This means these IP blocks can only be accessed by cpus in secure state by default.
