All identifiers, regardless of use, that start with two underscores are
reserved. This means they can't be used in header guards.

The style that this project is now to use the full name of the file in
capital letters followed by 'H'. For example, for a file called
"uart_example.h", the header guard is UART_EXAMPLE_H.

The exceptions are files that are imported from other projects:

- CryptoCell driver
- dt-bindings folders
- zlib headers

plat/arm files should only be used by Arm platforms. If other platforms
use them, they create dependencies that can introduce problems when
updating Arm platforms.

This patch copies the needed code from Arm platforms so that poplar can
be independent from them.

MISRA C-2012 Rule 7.3 violation: lowercase l shall not be used as literal suffixes.

This patch resolves this for the ULL() macro by using ULL suffix instead
of the ull suffix.

The security properties of some IP blocks are configured to secure mode
after reset. This means these IP blocks can only be accessed by cpus
in secure state by default. These should be configured correclty as needed.
