All identifiers, regardless of use, that start with two underscores are
reserved. This means they can't be used in header guards.

The style that this project is now to use the full name of the file in
capital letters followed by 'H'. For example, for a file called
"uart_example.h", the header guard is UART_EXAMPLE_H.

The exceptions are files that are imported from other projects:

- CryptoCell driver
- dt-bindings folders
- zlib headers

plat/arm files should only be used by Arm platforms. If other platforms
use them, they create dependencies that can introduce problems when
updating Arm platforms.

This patch copies the needed code from Arm platforms so that poplar can
be independent from them.

    l-loader --> arm_trusted_firmware --> u-boot

U-Boot is also upstream in the project's master branch.

Make sure you are using the correct branch on each one of these
repositories. The definition of "correct" might change over time (at
